I'm going to Tokyo in January and my hotel is in Shimbashi. I think izakayas will be difficult for me because I don't eat meat or fish!

Even at regular izakaya in Tokyo, there are plenty of veggie small plates—edamame, tofu dishes, pickles, salads, and fries.
(Just a heads-up: the broth/dashi is sometimes made with bonito or flying fish, so please watch out!)
If you want a veggie-focused place, there's Yasai Izakaya Genki in Kanda (vegetable-forward with vegan options). It's also easy to get to from Shimbashi.
